Empowerment-oriented organizations create partnerships with program beneficiaries in which all parties (clients, staff, and board members) are equal participants. The notion that effective partnerships for service delivery and policy-making can be developed only if all parties are treated as equal participants is derived from the literature on models that focus on transformative community change and feminist theory (Chernesky & Bombyk, 1995; Freire, 1970). In Pedagogy of the Oppressed, Freire (1970) proposed a model of action for social change that focused on the development of partnerships between service or educational professionals and low-income community residents.
